National Training And Education Division (NTED) and Consortium Schools

National Training and Education Division (NTED) serves the nation's first responder community, offering more than 150 courses to help build critical skills that responders need to function effectively in mass consequence events. NTED primarily serves state, local, and tribal entities in 10 professional disciplines, but has expanded to serve private sector and citizens in recognition of their significant role in domestic preparedness. Instruction is offered at the awareness, performance, and management and planning levels.

Students attend NTED courses to learn how to apply the basic skills of their profession in the context of preparing, preventing, deterring, responding to and recovering from acts of terrorism and catastrophic events. Course subjects range from weapons of mass destruction (WMD) terrorism, cybersecurity, and agro-terrorism to citizen preparedness and public works.

NTED courses include multiple delivery methods: instructor led (direct deliveries), train-the-trainers (indirect deliveries), customized (conferences and seminars) and web-based. Instructor led courses are offered in residence (i.e. at a training facility) or through mobile programs, in which courses are brought to state and local jurisdictions that request the training.

DEMA serves as the lead state agency for coordinating emergency preparedness training and conducting a comprehensive WMD Training program. The core of this program is based on the WMD Training Catalog produced by the Department of Homeland Security (DHS). Courses are delivered at multiple locations throughout the state of Delaware and can be found on the DEMA Calendar of Training Activities.

The Center for Domestic Preparedness (CDP) is committed to having an emergency response community prepared for and capable of responding to all-hazards events.

Energetic Materials Research and Testing Center (EMRTC)

Explosive and incendiary attacks. EMRTC specializes in the research, development, testing, and analysis of energetic materials.


National Center for Biomedical Research and Training (NCBRT)

Prevention, deterrence and response to terrorist acts, chem-/bio-/ag-related terrorism response.


National Disaster Preparedness Training Center

Develop and deliver disaster preparedness training to governmental, private, and non-profit entities.


TEEX / National Emergency Response and Rescue Training Center (NERRTC)

Incident Management, EMS, Hazmat, Public Works, Threat and Risk Assessment, Senior Executive Programs.


Transportation Technology Center, Inc. (TTCI)

Transportation research and testing organization, providing emerging technology solutions for the railway industry.
