Grants

The Delaware Emergency Management Agency (DEMA) serves as the State Administrative Agency (SAA) for state-administered grants aimed at preparedness, response, recovery, and mitigation efforts across Delaware.

As the SAA, DEMA strategically allocates funds serving as the liaison between the federal government, local and state-level agencies, first responders, and other stakeholders.

These grant funds often come from the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (DHS) and are available to eligible applicants.

Preparedness Grants

Help strengthen the ability to prevent, protect against, respond to, and recover from disasters and emergencies.

Nonprofit Security Grant Program (NSGP)
A reimbursement based competitive grant program that focuses on enhancing the security of nonprofit organizations at risk of terrorist attacks.

State and Local Cybersecurity Grant Program (SLCGP)

Common Grant Terms

Applicant
An entity that applies for a grant. This can include state, local, tribal, or territorial governments, as well as private nonprofits (PNPs) that meet eligibility requirements. An applicant submits an application but does not become a recipient until awarded the grant.
Recipient
An entity that receives a federal grant award directly and is responsible for managing and administering the awarded funds. Typically, DEMA serve as the recipient and passes funds to eligible subrecipients. Recipients must comply with federal grant regulations and oversee any subawards given to subrecipients.
Subrecipient
An entity that receives funding from a recipient through a subgrant and carries out specific grant-related activities. Subrecipients can include local governments, nonprofit organizations, and other eligible entities. Subrecipients must comply with grant requirements and report financial and programmatic progress to the recipient.
Subgrants
Funding provided by the recipient to eligible subrecipients under a grant program. These funds support projects or activities that align with the overall grant purpose. Subgrants are subject to the same federal regulations and oversight as the primary grant award.
