Best Practices
The following tips come from previous disasters and can help aid in a successful PA application process:
- Conduct inventories of facilities under your legal responsibilities and maintain updated documentation.
- Keep maintenance records and/or evidence of periodic maintenance of your potentially eligible facilities (documents, photos, videos, etc.)
- Establish an effective record management process that ensures the handling and retrieval of documents and records. According to federal regulations, sub-recipients must retain documentation for three years after their closeout from the disaster.
- Ensure your entity is registered on SAM.gov and has an active Unique Entity Identifier (UEI) number. No payment will be made for an entity without a UEI number or has an inactive one.
- Create a personal and organizational grants portal profile using the grantee.fema.gov website.
- Assign primary and secondary points of contact (POC) who are familiar with the day-to-day activities performed on the ground and have the authority to represent the applicant.
- Maintain contact with local, state, and federal emergency managers, as needed, to be updated on the potential disaster declaration and potential application for PA funding.
- Supply full details and supporting documentation of the nature, damage extent, and disaster response costs while submitting the initial damage information to the local or state emergency managers using the Survey123 form. - Maintain a tracker of all employee work related to the incident, from the initial response to meetings with FEMA and DEMA to project creation and documentation tracking.

FAQ
FEMA has issued a Public Assistance Program and Policy Guideline (PAPPG) that explains the PA program's requirements, terms, and concepts.
Applicant force account labor and force account equipment (applicant's equipment) used for disaster response and recovery may be eligible for PA funding.
Only the Private Non-Profit (PNP) Organizations that are non-critical but provide essential services must apply for SBA loan. FEMA only provides PA funding for eligible Permanent Work costs that an SBA loan will not cover.
DEMA will announce the Presidential major disaster or emergency declaration through its website, social media, and press releases. You can also contact DEMA to inquire about the possibility of applying for PA funding.
You may update your organization's information through the Grants Portal or contact DEMA's Public Assistance team to update the organization's profile on your behalf.
As long as your organization is in a declared disaster area, you may apply for reimbursement for multiple disasters and have multiple reimbursement projects.
